Description of Requirements The United Nations Support Mission in Libya (UNSMIL) is looking for provision of construction company services for Construction of Security Enhancement Measures at UNSMIL OEA Compound, Tripoli, Libya. The project scope includes the provision of materials and manpower, as well as the fabrication, supply, and installation of the following: 1. Demolition and Debris Removal – Safe removal and disposal of existing structures and materials. 2. Reinforced Concrete (RC) Retaining Walls and Foundations Construction – Construction of reinforced concrete walls and foundations for structural stability. 3. Perimeter Protection Prefabricated T-Walls – Fabrication, supply, and installation of reinforced concrete prefabricated barriers for enhanced perimeter security. 4. Roads and Parking Area Construction – Development of internal roads and parking spaces. 5. Storm-Water System for Roads and Parking – Implementation of a drainage system to manage surface runoff. 6. Steel Structure Construction (Industrial Scale) – Fabrication, supply, and installation of steel structures as required. 7. Main Electrical Lines and Control Distribution Boards – Provision and installation of electrical infrastructure. 8. Connection to the Main City Line – Coordination and approval processes for integration with the municipal utility network. 9. Electrical Systems Installation and Commissioning - Establishment of electrical systems for designated buildings and structures within the project, including the supply, installation, and commissioning of all necessary components as per project specifications and regulatory standards. 10. Kingspan-Type Canopies and Shades – Provision and installation of durable shading structures. 11. Sandwich Panel Prefabricated Buildings – Fabrication, supply, and installation of modular prefabricated structures. 12. Cantilever Gates – Provision and installation of security-controlled entry gates. 13. Certified Crash and Boom Barriers – Provision and installation of security-rated barriers to regulate and restrict vehicle access. 14. Structural Design Capability – The prospective contractor should have in-house certified structural design capability or the ability to subcontract a certified structural design company for site surveys, structural calculations, and shop drawings development. All costs associated with the preparation of structural calculations and detailed shop drawings shall be deemed included in the contractor’s bid price. The contractor is fully responsible for ensuring the timely development and approval of these documents as per project requirements. Estimated total project duration: 6 calendar months with 1 month dedicated for mobilization and shop drawings preparation within this period. General Compliance Requirement: All design, construction, installation, and commissioning works under this project shall comply with internationally recognized standards, including but not limited to BS, ANSI, and NFPA regulations, as applicable. The contractor is responsible for ensuring adherence to these standards throughout the project lifecycle. For this purpose, UNSMIL will undertake a competitive bidding exercise, and accordingly will initiate a bidding process with detailed Technical Specifications, Bill of Quantities, UN General Conditions of Contracts, and other related documents to those companies who would express their interest and provide initial relevant information as to their ability to fulfill UNSMIL's requirement. The services shall be executed by a qualified and experienced company, based on Scope of work (SOW), Bill of Quantities, Technical Specifications, UN General Conditions of Contracts, and other related documents which will be provided later on by UNSMIL to qualified companies who express their interest and respond to this EOI accordingly.
