Description of the Assignment:
A. Project Title: Umbrella Programme to Support NBSAP Update and the 7th National Report
B. Project Description and Background
The Umbrella Programme to Support National Biodiversity Strategies and Action Plans (NBSAP) Update and the 7th National Report is a GEF grant that has the objectives to provide technical and financial assistance to eligible countries in revising and updating their NBSAPs in order to align with the recently agreed upon Kunming- Montreal Global Biodiversity Framework, and enable effective implementation of the Convention on Biological Diversity (CBD) and the Kunming Montreal Global Biodiversity Framework (KM GBF) at the national level. In addition, this grant supports countries in preparing and submitting their 7th National Report on the implementation of the CBD and the KM GBF.
It aims to foster cooperation and coordination among different sectors and stakeholders, including, and not limited to, governments, civil society organizations, private sector, academia, and Indigenous Peoples and Local Communities (IPLCs), to ensure their effective participation in the NBSAP revision and implementation process. The ultimate goal is to support countries to take urgent action to halt and reverse biodiversity loss to put nature contribute to the achievement of the 2050 Vision for Biodiversity and the Sustainable Development Goals (SDGs).
In addition, this Global Programme will also build upon existing work through the GEF EAS that is ongoing, as well as support to countries to develop biodiversity finance plans, through the recently approved “Umbrella Programme to Support Development of Biodiversity Finance Plans”.
The Government of the Philippines, following its ratification to the Convention on Biological Diversity, is an eligible country to the Global Programme and is supported by the United Nations Development Programme (UNDP). The Department of Environment and Natural Resources, through its Biodiversity Management Bureau, is leading its implementation to further the country efforts to update its Philippine Biodiversity Strategies and Action Plan (PBSAP) and to ensure its targets are revisited and are aligned to the KM GBF. It will also facilitate the development and submission of its 7th National Report.
Under this project, UNDP will hire a Technical Lead to oversee the finalization and implementation of the Philippines Biodiversity Strategy and Action Plan (PBSAP), ensuring stakeholder engagement, alignment with global biodiversity commitments while also leading the drafting of the 7th National Report, the Protected Area Master Plan, and supporting consultations on the enhanced NIPAS law.
C. Scope of Work
The Technical Lead will serve as the Specialist in facilitating the finalization and cascading of the Philippines Biodiversity Strategy and Action Plan. S/he will ensure a transparent and participatory stakeholder engagement for the PBSAP updating process. Working together with the Biodiversity Management Bureau, the Technical Lead will ensure that the PBSAP is technically sound, captures the country’s commitments to the Kunming-Montreal Global Biodiversity Framework (KM-GBF) targets, coordination and agency mechanisms to deliver the PBSAP targets and completeness of the PBSAP given the strategic guidance and directions provided by the Convention on Biological Diversity (CBD) Secretariat. S/he will also oversee the drafting of the 7th National Report and the Protected Area Master Plan as part of the key deliverables under the GEF-8 Enabling Activity. Additionally, the Technical Lead will support BMB on the stakeholder consultations related with the review and enhancement of the enhanced National Integrated Protected Area System (eNIPAS) law.
Specific Functions:
With guidance from BMB and the UNDP Climate Action Programme Team, and support of the Project Associate, specifically, the Technical Lead will:
· Review and finalize the Multi-Year Work Plan for this Project, identifying the specific activities to be undertaken and outputs to be generated
· Lead the over-all implementation of this Enabling Activity Programme, i.e., the committed outputs agreed with the government and submitted to GEF are completed on time and according to highest standards;
· Develop and execute the Implementation Strategy for the finalization and regional cascading of the PBSAP;
· Lead the technical discussions and workshops towards the finalization and regional cascading of the PBSAP;
· Provide guidance to the PBSAP technical writer, i.e., ensuring that agreements reached during the PBSAP-related technical discussions and workshops are captured in the final PBSAP;
· Draft the Capacity-Building and Monitoring and Evaluation (M and E) Plans of the updated PBSAP
· Lead the stakeholder engagement processes for the PA master planning process, including the review of eNIPAS law
· Provide guidance and inputs to the Biodiversity Planning Specialist on the drafting for the 7th National Report and Protected Area Master Plan
Period of assignment/services: The Technical Lead shall be engaged for a total of one hundred twenty (120) person days between 1 May 2025 – 31 December 2026, unless revised in a mutually agreed upon timetable between the Consultant and UNDP. The duty station is in Manila.
