Description
Greater Manchester Combined Authority (GMCA), as the contracting authority for Greater Manchester Police, seeks to appoint a provider to deliver a Bail Management Application.
The recording of detainees released on pre-charge bail by the police is mandated through legislation. It is a requirement to be able to monitor and track what is happening to a suspect when released on police bail and all detainees bail information must be captured and recorded correctly.
The Bail Management Unit monitor when a detainee's bail is due to expire, and manually send an email to the Officer in Charge (OIC) notifying them that they have 2 weeks before the bail lapses, when extensions are needed and providing confirmation of a regular risk assessment for both the victim and suspect. GMP are looking to purchase a solution that can monitor this instead.
GMP record and track approximately 10,000 bail records per year, the solution must have capacity to handle this.
It is important to note that the GMP's Police Records Management System (RMS) is the location where custody records, crimes, risk assessments and intelligence is recorded. The bail management solution will not replicate this functionality and is not required to integrate with the Force's RMS, however, it must be able to export into PDF format so that the OIC can upload into the RMS system and allow for redaction.
If the solution is to be hosted within GMP, it must meet the Force's architectural principles and be compatible with GMP's current technology stack. Sufficient knowledge transfer must be conducted with the relevant technical teams within GMP to enable them to be confident with the ongoing support of the solution. If the solution is hosted by the supplier, an ongoing support contract must be provided.
The solution is subject to approval following GMP's Data Protection Impact Assessment (DPIA) process.
Prior to issuing a Contract Notice, GMP is undertaking a period of market engagement. Interested parties are invited to complete a short questionnaire which will allow GMP to better understand the current market and assist the Force in the development of the final specification and most appropriate route to market.

The procurement is expected to start in September 2024. The full specification will be published at that point.
