Introduction
Description of the Assignment

The Clean Cooking Programme supports the implementation of Tanzania’s National Clean Cooking Strategy (2024–2034). The initiative aims to raise public awareness, encourage adoption of clean cooking solutions, and promote sustainable behavioral change. The vendor is required to ensure active consultation with UNCDF and involvement of other stakeholders including the MOE during the awareness campaign.

This TOR focuses on engaging a firm to design and execute effective Stakeholders Engagements and Advocacy. The potential firm will be hired mainly to:

 

a)     Ensure active participation of key stakeholders, including government, clean cooking technology suppliers, private sector, and community leaders, in the clean cooking agenda.

b)     Promote a unified understanding of the clean cooking agenda among stakeholders and the public.

c)     Advocate for compliance with national policies, regulations and standards to build consumer confidence and attract investment.

The assignment aims to perform the activities below:

a)     Support and complement government initiatives in line with the National Clean Cooking Strategy (2024-2034), including the implementation of the National Clean Cooking Communication Strategy.

b)     Mapping of key potential stakeholders and partners in clean cooking sector including funders, investors, development partners etc.

c)     Develop a Stakeholder and Partner Engagement Strategy and plan for promoting the National Clean Cooking Agenda. This strategy should provide a structured approach to engaging key stakeholders and partners in the promotion, delivery, and advocacy of clean cooking solutions. It should outline the overall objective, key messages, and the roles of various stakeholders in driving awareness and adoption.

d)     Design advocacy materials, such as policy briefs and position papers, to promote standards compliance.

e)     Execute a comprehensive awareness program on standards and labeling for stoves, appliances, and fuels. This initiative will target manufacturers, retailers, and policymakers by establishing minimum energy performance and quality standards for clean cooking solutions. It will also include the creation of user-friendly materials such as flyers, booklets, and brochures to promote awareness and encourage the adoption of clean cooking technologies

f)      Assist in mobilizing and engaging stakeholders to actively participate in high-profile events such as workshops, symposiums, and policy dialogues. These events will serve as platforms to raise awareness, share best practices, and drive commitments toward clean cooking adoption

g)     Monitor, document and report stakeholder engagement activities including events, outcomes and lessons learned.

h)     Submit a comprehensive advocacy report with recommendations for sustaining stakeholder collaboration.
