New clarification added: Q: To what extent do the experts need to be involved in the project? Is it possible to use experts as supervisor while the work is carried out by more junior team members?Answer: the TOR clearly outlines the number of years experience required, ranging between 10-15 years experience for key roles, not delegating to only junior, please follow guidance of TORQ: Should the From G: Performance Statement Form, contain only projects carried out by the Offeror? Or is it possible to insert in there relevant assignments carried out by team members in previous jobs?Answer: The performance statement form should only contain organizational experience. Relevant assignments of the team members would be part of their resumes.We would like to request the following clarifications:1. Which types of data will be provided by the DARES MEL team?Answer: please see project document for general MEL Framework of what DARES is collecting, we will need expert calculations for hte KPI data that is not obviously coming direct from a project developer, experts in the field will have a quick understanding of this looking at the project document2.Could you please name the systems the tool should integrate with - DARES KPI Management system, systems under development?Answer: we are currently working with Odyssey, the long term solution is not set, data should be available in excel at least as an extract from main system3. Do you have preferences for open-sourced tools? Answer: please see response above, we were looking for something more customized where we could pull excel from our monitoring tools and feed into a tool that is excel based or where we can upload excel data into (many open source tools do allow for this, but the tool provided for this needs to fit all our needs, we do not want to be using 5-10 different tools at once to get the numbers we need)4. What will be the roles of the World Bank Group (WBG), the African Development Bank Group (AfDB), the Rockefeller Foundation, the Global Energy Alliance for People and Planet (GEAPP), the International Development Association (IDA), the Japan International Cooperation Agency (JICA), and the German Development Agency (GIZ) in the project? Are they supposed to have full access to the deliverables and the tool?Answer: we are meeting the requirements set by all donors in the project document. we are not reviewing this tool for consensus with all, with the main stakeholder being DARES REA / PDU. That said, all parties noted will have a high interest in understanding the tool and being able to use it in other M300 projects beyond DARES so the quality has to be to the standard of all parties.5. Who will be the contracting party and where is the entity located?Answer: UNOPS, Geneva6. If partners' and donor funding requirements, KPIs and methodologies are not publicly available, will DARES and SEforALL MEL Team provide this information?Answer: yes7. The tentative timeline assumes that first deliverable (Inception report including initial findings, work plan, and methodology framework) is provided on 14 April. What is intendent start date of the project? Answer: please note contract signing date8. We see that some activities may take longer than proposed in the tentative timeline. Is 23 June a hard deadline for project completion, or should we refer to a 3-month period for project completion instead?Answer: The project completion deadline is as mentioned in TOR as per our internal requirements.9. Is a two-week sprint the preferred way of working for the project?Answer: can you please unpack this question - the timeframe will require a lot of sprint10. Document "3. RFP_Section_III_Returnable Bidding Forms_RFP-2025-56434", Form B: Financial Proposal Form, Table 1: Our understanding is that in this table we will have to list all the 8 deliverables mentioned in the section, "Deliverables and Timeline" of the RFP(2. RFP_Section II_ Schedule of Requirements_RFP-2025-56434). Is this correct?Answer: For Table 1, the bidder is required to provide a lump sum price as specified in the table. In table 2, the bidder should detail the fees for team members and other related costs, these figures contribute to the calculation of the lump sum price in Table 1.11. Document "3. RFP_Section_III_Returnable Bidding Forms_RFP-2025-56434", Form E: Format for Resume of Proposed Key Personnel: Can you clarify whether this form needs to be filled in for each person involved in the project in any capacity (including SMEs), or whether it is only needed for individuals who are part of the core delivery team?Answer: Resumes are to be provided for each member of the team.12. Document "3. RFP_Section_III_Returnable Bidding Forms_RFP-2025-56434", Form F: Statement of Exclusivity and Availability: Similar to above - Can you clarify whether this form needs to be filled in for each person involved in the project in any capacity (including SMEs), or whether it is only needed for individuals who are part of the core delivery team? Answer: The Statement of Exclusivity and Availability must be signed by all proposed team members. While members of the same firm can be listed on a single form, the Director/CEO must sign on their behalf. External candidates, however, are required to sign individual forms.

New clarification added: Q: Can you elaborate the extent and roughly what methodologies and tools are currently in place?Answer: We have a CO2 emissions methodology for Mini-grids backed by UNFCCC, this should be built into the tool, methodologies for SHS / SAS exist in the sector and should be reviewed for inclusions, currently Odyssey is available to us and regular data will come from project developers either through this tool or something with similar capabilities, implementation at early stage and MEL Framework under development in terms of implementing what is in the project document and tailoring to the needs of the project delivery unitQ: Regarding the capacity building workshops, what level of digital maturity can we expect, and who will need to be trained exactly? Do you expect a specific number/duration of the workshop or is this up to the bidders?Answer: Capacity building of MEL Resources in the DARES PDU, with SEforALL MEL colleagues also there, and other MEL professionals within M300 sphere who would benefit from learning. Sessions should be minimum of 2, first with intro, second as a follow up. video of training and instruction manuals handed over to MEL professionals to take forward, so range of mid to high level experienceQ: To what extend is it possible to use existing open-source platforms for the creation of the tool?A re there any limitations already defined?Answer: If an open source platform is used, it has to be tailored to the needs of DARES. We are open to expertise of the bidders, but not extremely keen on loading data into a separate platform, unless it is a platform we can adopt and tailor for our inhouse use, so it is our own and the data is managed by us, not a 3rd party. if data sits in a 3rd party database it would have to be protected. or we would need to be able to take our own version of an open source platform and customize it to our use, etc. Open to suggestions, but want this to be as straight forward as possible and not dependent on an external tool that may change, or become no longer available should their funding stop.

How many man days are expected for this project?Answer: This would be expected as a team working full time equivalent, fully dedicated to this work, or a larger team working part time. The financial proposal should be prepared by the vendor based on the required TOR.Q: You mention existing DARES data and KPIs management. Is there any public document on existing KPI/ MEL tools/ results of the DAREs project that you could already communicate to bidders? The project document also specifies 15-20 core KPIs that will be integrated into this tool, allowing us to extrapolate impact data beyond simple connections. This includes metrics like the number of beneficiaries, jobs generated, CO2 emissions reduced or avoided, and the amount of finance leveraged (direct, indirect, and influenced).Q: Could you detail your expectations about “in real-time data”: expected data type, time frequency, sources, update frequency.Answer: Utilization of the tool in real time, i.e. inputting new data from project developers, that automatically calculates projections and actuals based on proxy data and built in methodologies

New clarification added: Q: In "2. RFP_Section II_ Schedule of Requirements_RFP-2025-56434" it is mentioned multiple times that the Team Leader needs to have "At least fifteen (15) years of experience in developing and managing KPI methodologies", and the experts "At least ten (10) years of experience in their respective areas of expertise". How is this experience computed? Does academic experience count towards the number of years or does this refer solely to professional experience? Is this a hard requirement or does it merely count for the proposal scoring system?Answer: Experience is computed as professional experience carried out as work. The only academic experience that can be counted towards the number of years would be for a PhD. Indeed, this is a hard requirement as evident from the TORs.Q: Is there a preferred format or maximum page limit for the "From C: Technical Proposal" that should be followed?Answer: word or PPT is fine. length to cover all requirements is requested, there is no specific page limit, showing the candidate can communicate well in shorter documentation is always a plus, less is more as long as you have outlined all we have asked for and you are satisfied

RFP_Section_III_Returnable Bidding Forms_RFP-2025-56434", in From C under the Technical Proposal Evaluation section 1.2 it is mentioned that "documentation of at least 2 past projects or contracts" is needed. Could you please elaborate on which kind of documentation is needed here?Answer: Outputs appropriate to share, i.e. available online, other clients agree it can be shared in confidence - final products of similar work
