Consultancy Support for Electricity Transmission Infrastructure Delivery Review Detailed description The Commission for Regulation of Utilities (“CRU”) is Ireland’s independent energy and water regulator. The CRU’s mission is to protect the public interest in Water, Energy and Energy Safety. The Utility Performance team is part of the CRU’s Networks and Economic Regulation Division. Part of the teams’ responsibilities the incentive framework set out under PR5 and to carry out capex monitoring for transmission electricity networks.
The CRU require technical consultancy services, with demonstratable experience and knowledge of the Irish energy industry and associated regulatory landscape to conduct a review to supplement and support the CRU’s ongoing Capex monitoring role. The review will consider the delivery of infrastructure over a period of time to identify what, if any, stages projects are being delayed and what the most common causes of delay are and recommended next steps.

However, the high level deliverables are:
1. Completion of framework/model showing project timelines against key stages – including demonstration to CRU on how to update framework/model.
2. Report outlining analysis and recommendations with presentation to CRU senior management.
Timeframe for delivery: Completion by Mid to end June 2023.
